Zoom in on the image so it is easier to work with. Select the Lasso Tool and trace the contours of the woman's hair. Using the Lasso Tool is tricky - you may need to trace the selection a few times before you are satisfied.
Select Colours-Colorize from the menu bar. This opens the Colorize Control Box.

The Colorize function converts an image or selection to a uniform hue and saturation without changing the selection's luminance. The control box shows settings for hue and saturation. Hue represents a colour from the colour spectrum (0=red 255=violet). While saturation represents the purity of the colour (0=grey 255=rich colour).

Set the Hue to 40 and the saturation to 50 to give the hair a brassy, blonde colour. Then select OK.
